American Mini Marcos sold in Germany

A Mini Marcos that was offered for sale in Germany last week was once imported and road registered in the USA. According to the seller "The vehicle stood in a garage for a long time until I freed it. The vehicle comes with American papers and came from Texas to New York and then to Germany due to the American occupation in Germany and afterwards it was simply not brought back."

The paperwork mentions it was owned by a mister Kent A. Bollaert of Killeen, Texas in the 1980s. Now, there was a US Mini Marcos agent at the time named Mini City Ltd. in the state of New York, so it would make sense if it had come through them. But there's something odd going on with this car. Have a good look at the pictures. It may have been supplied by Mini City in the 1980s but then it certainly wasn't a new shell. The unusual chassis number 'WHP 1/67' may give another hint to this. Yep. It's a modified Mk1.

As always, more information would be much appreciated.

B-pillar seems like that of a Mk4. But have a look at the floor. It is a much-modified Mk1

The seller states "I can't say if the engine runs because it has never been tested"

Dashboard is another hint to this not being a 1980s car but one that is much earlier

Odd plate mentions (chassis?) number as WHP 1/67. What's that about then?
